Abilita was engaged by Seminole Electric Cooperative, Inc. (SECI) to review its telecommunications systems. The scope of the study included three general tasks:
- Review of the present telecommunication systems, hardware, software and services
- Recommendations as to the general directions to be considered for the next year
- Recommendations as to “strategic” directions and technologies that Seminole might consider over the coming five years.
Within the general scope outlined above, Abilita was asked to review two separate functional areas of the company that employ telecommunications:
- the Information Systems group
- the Energy Management Control Center
Analysis and Recommendations included:
- Identified opportunities to capitalize on changes in technology and service offerings in the telecom industry that should provide savings and/or improve efficiencies
- Deployment of VOIP
- Integration of voice and data over a single network
- Use of frame relay for the Energy Management Control Center

- Video and Web conferencing
- Review of voice and data network architecture and recommendation to migrate to IP based network
- Review of voice and data service providers
- Migration strategy for the deployment of digital circuits for the SCADA network
- Review and recommendations for mobile radio system
